ILO Programme on HIV/AIDS and the World of Work (ILO/AIDS) 
 
HIV/AIDS is a workplace issue because it affects workers and their families, enterprises and communities which depend on them. At the same time, the workplace has a vital role to play in the wider struggle to control the epidemic. Workplace programmes support prevention, expand access to care and treatment and promote non-discrimination. 
 
The key document is the <a href="http://www.ilo.org/aids/Publications/lang--en/docName--WCMS_113783/index.htm">ILO Code of Practice on HIV/AIDS and the world of work</a>, which was adopted by the ILO Governing Body in June 2001. The Code exists in some 50 languages. The 10 key principles of the Code are essential elements of any HIV/AIDS workplace policy. For training purposes the publication Implementing the ILO Code of Practice on HIV/AIDS: an education and training manual (also available as CD-Rom) was developed. The manual exists in English, French and Spanish. 
 
ILOAIDS has published leaflets, toolkits and posters, which serve as useful education materials. ILO field offices, some with a focal point on HIV/AIDS, in your country or region can help with material and identifying resources and extend technical assistance for training. 
 
The International Labour Conference, at its 99th meeting in June 2010, adopted <a href="http://www.ilo.org/ilc/ILCSessions/99thSession/texts/lang--en/docName--WCMS_142613/index.htm">Recommendation 200</a> concerning HIV and AIDS and the World. This new Recommendation is a strong international human rights instrument to deal with all aspects of HIV and AIDS with special reference to the workplace. The Recommendation is accompanied by a Resolution for its follow-up, promotion and implementation. The ILO Governing Body, at its 310th session in March 2011, adopted a <a href="http://www.ilo.org/gb/GBSessions/lang--en/docName--WCMS_151293/index.htm">Global Action Plan</a> to promote implementation of <a href="http://www.ilo.org/ilc/ILCSessions/99thSession/texts/lang--en/docName--WCMS_142613/index.htm">Recommendation 200</a>. 
 
 
UNAIDS

UNAIDS &ndash; Joint United Nations Programme on HIV/AIDS brings together the efforts and resources of ten UN system organisations (co-sponsors). UNAIDS, which was launched in 1996, is the main advocate for global action on the epidemic. 
 
UNAIDS publishes an extensive range of materials on HIV/AIDS. The AIDS Epidemic Updates (jointly with the WHO) are published annually in December. In September 2006, UNAIDS published in its Best Practice Collection &ldquo;Global Reach: how trade unions are responding to AIDS&rdquo; with case studies of union action. In his foreword to the publication, Peter Piot, the then Executive Director of UNAIDS, recognises the vast potential of unions to fight the pandemic at the workplace and in communities.

The Global Fund to Fight AIDS, Tuberculosis and Malaria

The objective of the Global Fund is to dramatically increase resources to fight three of the most devastating diseases and to direct resources to areas of greatest need. The Fund is a partnership between governments, civil society, the private sector and affected communities. 
 
The Global Fund is a funding organisation that defers to local ownership and capacity for the design and implementation of programmes. Proposals are submitted through a national Country Coordinating Mechanism (CCM). The Fund only has an office in Geneva; it does not operate field offices. Principal recipients in a country implement the projects. 
 
Calls for proposals are made at regular intervalls. Since the Global Fund was registered in January 2002, and up to December 2009, it has committed USD 19.3 billion in 144 countries. On the website of the Global Fund you can access details of the grants made to your country. 
 
In a letter of agreement signed with the ILO in April 2003, the great potential of workplace initiatives with the involvement of workers&rsquo; and employers&rsquo; organisations is stressed. 
 
World Health Organisation &ndash; WHO

The WHO serves as the agency within the UN system for HIV/AIDS treatment, care and support. It has a wide range of publications, including useful guidelines on testing and counselling and on antiretroviral treatment. 
 
The conclusions of a meeting between Global Unions and the WHO in October 2005 specifically state that unions have unique comparative advantage to mobilise their constituencies in the fight against HIV/AIDS and calls on country representatives to support unions. 
 
The WHO operates a large number of country offices, most of them with HIV/AIDS specialists. 
 
Global Business Coalition on HIV/AIDS, Tuberculosis and Malaria and the World Economic Forum

The Global Business Coalition on HIV/AIDS, Tuberculosis and Malaria leads the fight against the three diseases by companies. It serves as the focal point for the private sector at the Global Fund. ACCA (AIDS Control in Companies in Africa)

The website of the German GTZ gives information on workplace interventions. The ACCA (AIDS Control in Companies in Africa) Toolbox is a collection of information and implementation tools for workplace interventions against HIV/AIDS. GTZ also operates the BACKUP Initiative which provides needs-oriented support to improve coordination, access and implementation of programmes financed through global funding mechanisms such as the Global Fund and the World Bank&rsquo;s Multi-country Aids Program (MAP). 
 
World AIDS Campaign

The Global Unions work closely with the World AIDS Campaign and signed a Memorandum of Understanding in 2005. Among others, WAC has mounted a worldwide campaign to fulfil the Declaration of Commitment on HIV/AIDS adopted by the UN General Assembly Special Session on HIV/AIDS in June 2001. It is also the leading international NGO to organise campaigns on World AIDS Day, 1 December every year.

The Global Unions have a joint programme to fight HIV/AIDS. ICEM Overview of Links to Useful HIV/AIDS Related Websites

A nationwide power strike was postponed at the last minute in South Korea today. However, the dispute is unlikely to be resolved.

The Korea National Electricity Workers' Union (KNEWU) today agreed to hold four more days of talks with the government over plans to split up and privatise the national power utility KEPCO. 
 
The union - and a large proportion of the Korean public - oppose the privatisation scheme. 
 
The strike had been due to start at 5 a.m. today local time. It was temporarily postponed after the government threatened to impose emergency arbitration. This would have made any strike action illegal. 
 
But there are few signs that the government will back down over the power sell-off, union sources say. So strikes are still likely at the beginning of December. 
 
If the industrial action goes ahead, it may merge into a broader general strike. Today, for the first time ever, the presidents of the two national trade union confederations FKTU and KCTU agreed to hold a joint press conference about plans for a general strike next month. This will be in protest against the privatisation of state-owned companies, the structural adjustment programme in the bank industry and the sell-off of the Daewoo motor company. 
 
Meanwhile, a sit-in at the headquarters of the power utility KEPCO will continue, the KNEWU said. 
 
At the global level, the KNEWU is affiliated to the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM), which has pledged full support for the union's campaign. Asia-Pacific energy unions meeting in Bangkok this week also declared their solidarity. Energy unions in a number of Asian countries have been contending with World Bank-influenced plans to privatise their industries.

Korean Power Strike Postponed For Talks

Statement by ICEM Latin America and the Caribbean condemning the coup in Venezuela 

1. The International Federation of Chemical, Energy, Mine and General Workers&rsquo; Union in Latin America and the Caribbean vehemently condemns the coup perpetrated in the early morning of April 12th 2002 against the constitutional government of Venezuela. 
 
 
2. We call upon all our affiliates in Latin America and the Caribbean, especially those in the oil sector, to similarly condemn the forces that carried out the coup, and to close ranks in defence of the Rule of Law and of Human and Trade Union Rights. 
 
 
3. We urge international forums, the United Nations and the Organisation of American States to conduct an immediate investigation into reports of violations of Human Rights perpetrated by the putschist forces. 
 
 
4. Finally, we call upon governments whose countries are OAS members not to recognise the &ldquo;provisional government&rdquo;, but to testify to its unconstitutionality and to take an unequivocal stand in defence of the Rule of Law.

ICEM World Rubber Conference Set for Brazil on October 28-29 
 
The World Conference for the Rubber Industry will take place later this month in Sao Paulo, Brazil. 
 
Since the last conference held in 1998 in Kuala Lumpur, Malaysia, the effects of globalization &ndash; corporate mergers and acquisitions and new strategic alliances &ndash; have become more evident in the rubber industries. 
 
The ICEM has determined that the agenda for the conference will focus on: 
<ul>
 <li>Economics, future trends and their impact on workers </li>
 <li>Occupational safety and health and the environment </li>
 <li>Global trade union networks </li>
 <li>Global company agreements and other industrial initiatives including employee participation. </li>
</ul>
The conference will be chaired by United Steelworkers of America (USWA) International President, Leo W.Gerard, the chair of the ICEM rubber section. 
 
Turkish unions win new settlement 
 
In late May, Turkish union leaders and three foreign joint venture tire makers reached an agreement and averted the possibility of a strike in the crisis-hit country. 
 
The government earlier had ordered a postponement of strike plans by Lastik-Is, the rubber union at the leading tire plants of Turk Pirelli, Goodyear and Brisa Bridgestone. 
Talks between the union and the firms on pay and social security payments for 2002-2003 had hit difficulties amid a deep economic recession sparked by a financial crisis in February 2001. 
 
Goodyear Cancels Continental Carbon Contract 
 
At the request of the United Steelworkers of America, the company canceled its contract with Continental Carbon in late September. Continental Carbon, a producer of carbon black used to make tires, locked out its union workforce in Ponca City, Oklahoma on May 7, 2001. 
 
The Paper, Allied-Industrial, Chemical and Energy Workers&rsquo; (PACE), which represents the Ponca City locked out workers, has escalated a corporate campaign to include warnings to tire manufacturers, such as Goodyear and Bridgestone, and consumers about the company using replacement workers to manufacture carbon black at the Ponca City plant. 
 
Polish Unit Improves Financially 
 
Debica, the Polish unit of Goodyear, reported a strong second quarter this year. The company attributed the performance to restructuring and a stronger Euro currency.
Last year, the company reduced its workforce by 20%, laying off 800 workers. It also cut general expenses by a similar amount. 
 
Since Debica garners about 70% of its sales from exports, the strengthening of the Euro is expected to continue bettering Debica&rsquo;s results. 
 
U.S. Mold Plant Will Close 
 
It appears that more than 100 workers at Goodyear&rsquo;s Stow, Ohio mold plant will lose their jobs. The facility is currently operating at less than a third of its capacity. 
 
Thirty years ago, Stow was the only manufacturer of tire molds for the company&rsquo;s American tire plants. 
 
That changed in the mid-&lsquo;90s when the company opened a nonunion mold shop in Statesville, North Carolina. In recent years, the Stow shop focused on molds for racing and experimental tires. 
 
To save money, the company now farms out much of its mold manufacturing to independent plants and has reallocated work among it offshore mold plants in Brazil and Luxembourg. 
 
Company Increases Stake in Slovenia Venture 
 
Goodyear announced this spring that it had increased its holdings in its joint venture with Sava Tires of Slovenia from 60% to 80%. Since 1998, Goodyear has invested more than $90 million in modernizing the facility. It holds the right to buy the remaining 20% stake in 2004 and 2005. 
 
The investments increase the company&rsquo;s position in the Eastern European tire market. In 2001, Sava produced more than 6 million car and truck tires at its Kranj, Slovenia facility. The company has 1,400 workers. 
 
Company Plans Expansions 
 
Goodyear has committed nearly $500 million to three major projects. Two of the expansions are planned in the U.S. and the other is slated for China. In addition, the company has committed to a smaller project at a joint venture in New Zealand. 
 
In the U.S., the company plans to spend $250 million over four to five years to modernize its Lawton/Fort Sill, Okla., radial passenger tire facility. 
 
It will spend another $120 million to modernize its Topeka, Kan., farm and earthmover/off-the-road tire plant that will upgrade equipment, processing and technology during the next five years. 
 
In China, Goodyear will invest $120 million through 2006 to nearly triple production capacity for passenger tires at its Dalian facility. Capacity will rise to 5.3 million units by 2006, when employment will double to 1,000. 
 
In New Zealand, Goodyear's South Pacific Tyres Ltd. joint venture will invest about $5 million at its Upper Hutt passenger car tire plant this year to expand output nearly two-thirds to 2.4 million tires annually.

Trade unions in Thailand&mdash;led by affiliate EGAT-LU&mdash;continue to resist the government&rsquo;s plan to privatise the electric and water services of the country. The ongoing stalemate will likely now be the key issue in government elections set for February 2005. Unions, now in their 119th consecutive day of protest at the headquarters of the Electricity Generating Authority of Thailand, have embarked on a &ldquo;Scattering Bees Strategy&rdquo; in which they will conduct educational forums and brochure drops in all parts of Thailand leading up to those elections.

Thai Government, EGAT-LU Stalemated Over Electric Privatisation

French unions have promised more actions over the government&rsquo;s plan to partially privatise the country&rsquo;s electric and gas industries. Some 10,000 workers and supporters marched in Paris 29 June, the day the National Assembly passed a bill changing the statutes of the Electricit&eacute; de France and Gaz de France to limited liability companies. The French Senate must still vote on the proposed liberalization and implementation decrees also must be issued. ICEM affiliates FCE-CFDT and F&eacute;d&eacute;chimie CGT FO are leading the resistance.

French Unions March in Paris Over Electric, Gas Privatisation

French unions again will demonstrate next week, 15 June, the day their government will take up and debate legislation to partially privatise the country&rsquo;s gas and electric industries. The ICEM&rsquo;s Executive Committee on 27 May resolved to fully support French affiliates FCE-CFDT and F&eacute;d&eacute;chimie CGT FO in their resistance to the measure. On 27 May, 80,000 French workers marched in Paris against the government&rsquo;s bill to remove Electricit&eacute; de France and Gaz de France from state control, a status the utilities have had since 1946.

French Unions Take to the Streets Over Utility Privatisation

Taiwan's trade unions today stepped up their fight to reduce legal working hours. 
 
During talks at the parliament in Taipei this morning, union leaders told the Deputy Prime Minister, senators and the press that a cut in the standard working week from 48 hours to 42 must go ahead as planned on 1 January next year. 
 
A law to that effect was passed by the Legislative Yuan, Taiwan's parliament, on 16 June. This followed a strong trade union campaign. But employers have been lobbying hard against the measure, and the government now reportedly intends to raise the limit back up to 44 hours. 
 
The unions have called a national day of protest, including industrial action, on 15 December. 
 
And at today's meeting, they gained full worldwide support from the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM). 
 
&quot;In a globalised economy, international standards to improve working conditions are vital,&quot; insisted ICEM General Secretary Fred Higgs, who took part in the Taipei talks. &quot;The reduction of working hours has high priority on the international labour agenda,&quot; Higgs pointed out. &quot;Here, it is obvious that this important issue has fallen victim to political games. The government should immediately guarantee that the 42-hour week will be implemented from 1 January 2001.&quot; 
 
&quot;Prior to any changes in labour legislation, trade unions should always be consulted as a social partner,&quot; Higgs added. 
 
The Chinese Federation of Labour (CFL) is Taiwan's trade union centre, with 3,600 affiliated unions. The Confederation of Industrial Trade Unions (CITU) groups 18 major Taiwanese industrial unions. Dual affiliations to the two bodies are held by the petroleum workers' TPWU and the power workers' TPLU, both of which are affiliated to the ICEM at the global level. 
 
All eighteen CITU unions plan to hold industrial action as part of the protests on 15 December, as do a number of other CFL affiliates. 
 
Taking part in today's talks were CFL President Lin Huei-Kwung; CITU and TPWU President Huang Ching-Hsien; Senator Cheng Long-Shui (New Party); Deputy Prime Minister and Senator Lau Ching-Chi (Vice-President of the KMT, formerly the ruling party); Senator Shim Ji-Hye (New Party); and Senator Chien Hsi-Chieh from the Democratic Progressive Party, which is currently in government.

Taiwan&#039;s Unions Fight For Worktime Cuts

Some 700,000 coalmine workers in India are to stage a six-day strike this month. 
 
The strike call was announced yesterday by Indian National Mineworkers' Federation (INMF), which is organising the action jointly with three other national unions in the sector. At the global level, the INMF is affiliated to the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM). 
 
Scheduled for 18-23 December, the strike has been sparked by the public sector coal industry's failure to implement a memorandum of understanding signed between the industry and the unions. Negotiations on the deal had taken over three years to complete. 
 
The INMF says management has &quot;distorted and misinterpreted&quot; the memorandum - particularly as regards the payment of cost-of-living adjustments. Management &quot;has also backed out from their earlier promises of accepting unions' demands which include additional increments.&quot; 
 
As well as the industrial action, the INMF is planning demonstrations and publicity campaigns on the issue.

Indian Miners To Strike

Energy workers' trade unions from fourteen countries in the Asia-Pacific region have urged Western oil and gas companies to &quot;cease investment in Burma while the use of forced labour continues&quot;. 
 
The unions were attending a regional energy conference organised in Bangkok this week by the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM). 
 
The Burma pull-out call was unanimously approved by oil, gas, electric power and coal mining unions from Australia, Bangladesh, Fiji, India, Indonesia, Japan, Malaysia, Nepal, Pakistan, Philippines, Singapore, Taiwan, Thailand and Vietnam. 
 
The delegates also sent a message of solidarity to the Korean National Electricity Workers' Union whose representatives were absent from the meeting due to an ongoing battle against the privatisation of the state electric power utility KEPCO. The union has threatened to launch a nationwide strike from 24 November if the Korean parliament presses ahead with legislation to split up and privatise the company. The parliament's Industry and Energy Committee is due to consider the draft law by 23 November. 
 
 
 
 
BURMA, SLAVERY AND THE MULTINATIONALS 
 
On Burma, the energy unions noted with alarm the military rulers' decision to cease all cooperation with the UN's International Labour Organisation (ILO). 
 
In 1998, the ILO found that forced labour was &quot;generalised and systematic&quot; in Burma. This verdict was backed by the world's governments, employers and unions, who meet on equal terms within the ILO. 
 
Last week, the ILO Governing Body ruled that the Burmese junta has still not taken the required steps to end forced labour. The new finding follows an ILO mission to Burma this October. Burma therefore remains in serious breach of ILO Convention 29 on forced labour. Unless the regime bans forced labour by 30 November - and there seems little likelihood that it will - then the ILO will advise companies, states and international organisations to review their relations with Burma, so as to ensure that they do not in any way support or condone forced labour. The ILO will also ask the UN Economic and Social Committee to tackle the Burmese situation. The ILO itself described these moves as &quot;unprecedented&quot;. 
 
If the ILO spotlight has remained on Burma, this is largely due to the International Confederation of Free Trade Unions (ICFTU), which has continuously compiled and forwarded new evidence of the abuses. More than a million Burmese are still subjected to forced labour, toiling on construction sites for roads, railways, military installations and tourist infrastructure, the ICFTU says. 
 
A voluminous new ICFTU file, sent to the ILO last week, documents still more cases of forced labour relating directly to the building of the gas pipeline linking Burma and Thailand and the construction of tourist infrastructure. One of the country's military leaders, Lieutenant-General Khin Nyunt, is directly involved. 
 
TotalFinaElf and Unocal are in a joint pipeline venture with Burma's state-run Myanmar Oil and Gas Enterprise (MOGE) to bring gas to Thailand from the Yadana field off the Burmese coast. Since its inception, this project has stood accused of serious human rights abuses, including the use of forced labour. MOGE has also been linked to the laundering of the proceeds from Burmese junta's international sales of illicit drugs. 
 
Quite apart from these allegations, multinational energy investors are clearly helping to prop up one of the world's most repressive regimes. Another oil company heavily involved in Burma is British-based Premier. 
 
The full horror of the Burmese system is again shown in the latest ICFTU evidence. Men, women and children are drafted in for unpaid work - notably as forced porters for the Burmese army, as the country's long-running civil war continues. Forced porters are often sent ahead into minefields. The beating, rape and murder of forced labourers are commonplace. 
 
The following is the full text of this week's resolution on Burma by the Asia-Pacific energy unions: 
 
 
Oil, gas, electric power and coal mining unions attending the ICEM Asia-Pacific Regional Energy Conference on November 20-21 in Bangkok, note with alarm the decision of the military rulers in Burma to cease all cooperation with the International Labour Organisation (ILO). 
 
The ILO has moved firmly and decisively to isolate Burma because of the continuing use of forced labour. 
 
We reaffirm that freedom from forced labour is a fundamental human right and condemn the Burmese military government for the denial of this basic right. 
 
We call upon all international investors, especially those in the oil and gas industries, to cease investment in Burma while the use of forced labour continues. 
 
ICEM affiliates in ASEAN nations are called upon to press their governments to use all intergovernmental means possible to make Burma apply international minimum human rights standards in the workplace, including abolition of forced labour. 
 
 
 
&quot;The ILO has clearly ruled that forced labour is continuing and systematic in Burma, and our energy unions in the region have made their views very plain,&quot; commented ICEM General Secretary Fred Higgs in Brussels today. &quot;The world must not tolerate slavery. The ILO is part of the UN system, and the United Nations should now urgently decide on the most appropriate international measures against the brutal Burmese regime - up to and including mandatory economic sanctions.&quot;

The Bangkok conference also adopted an Asia-Pacific Action Plan to put into practice ICEM's global &quot;Social Energy Programme&quot; which was launched in 1998 by the world's energy unions. The main points of the Action Plan include: 
 
 
 
Unions and the ICEM will increase pressure on the World Bank and the International Monetary Fund (IMF) to stop pushing for anti-social reforms and for foreign models that do not take local circumstances into account. Unions must be consulted and their opinions must be respected. 
 
 
Unions pledge to intensify information exchange via the Internet, to which practically all of them are connected. This exchange will especially cover experiences on privatisation, strong and efficient regulation, and dealing with multinational enterprises. 
 
 
Unions will take joint action to fight against destructive privatisation and deregulation and support each other whenever needed. 
 
 
Unions will join the ICEM's multinational company networks in the oil, gas, electric power and coal mining industries. They support the ICEM's efforts to negotiate global agreements with corporate management to guarantee union rights and high health, safety and environmental standards wherever the companies operate. 
 
 
Unions will also focus on internal development and will train officials and shop stewards for strategic campaigning. Organising is a priority, and efforts will be made to build stronger unions and to consolidate union structures. 
 
 
The Bangkok event was hosted by the Labour Union of the Thai state electricity utility EGAT. This union only recently won the legal right to collective bargaining and union action. The conference praised the impressive campaign mounted by the union to gain these rights and to preserve the unity of the EGAT company which is among the best-managed and most respected enterprises in Thailand. The union has therefore seriously questioned the World Bank-influenced plans to break up and privatise the utility. &quot;Why risk the future when EGAT is doing a good job and guaranteeing a proper public service?&quot; the union asks.
