The end to bitter strikes by 4,000 members of Ammattiliitto Pro against Finnish paper producers came to an end last week, 18 May. After six weeks of tension, the union and the Finnish Forest Industries Federation (FFIF) came to terms over a second-year wage renewal. 
 
The ICEM white-collar affiliate in Finland won an across-the-board national salary increase, something FFIF had denied at the outset, but most importantly they narrowed the pay gap among the clerical, technical, and front-line managerial ranks of the pulp and paper industry. 
 
The 2011 national pay award, effective 19 May, is 1.5%, or &euro;48-per-month minimum, whichever is higher. The effect is to weight the package toward lower-wage clerical workers in order to narrow the pay gap. In the face of rampant administrative redundancies in the Finnish paper sector, these workers are working harder and taking on more responsibilities.

The government-mediated settlement calls for an additional 1% to be negotiated at the local level by 17 June. If talks on local issues such as training, development, skill requirements, and work tasks do not conclude by then, the 1% will be awarded on 1 July. Pro and FFIF also agreed to address and develop salary structures in the future in a more transparent direction. 
 
The union had been <a href="-Walkouts-Intensify-Because-of-Strike-Breaking due to strike-breaking">increasing strike pressure</a> and threats and intimidation in attempting to break a lawful overtime ban. Since early April, all Finnish-based companies were met with multiple strikes lasting up to two weeks and South-African-based Sappi was in the middle of a two-week strike last week when government mediator Esa Lonka finally succeeded in putting together a compromise. By last week, about 75% of white-collar staff in Finland&rsquo;s paper industry was on strike. 
 
Following the late night 18 May agreement, shift workers returned to their jobs at 6h00 on 21 May, while day workers returned today, 23 May.

Ammattiliitto Pro paper industry Chief Negotiator Jukka H&auml;m&auml;l&auml;inen said the solidarity among Pro members is reflected in the fact that the union was united in closing the pay gap between men and women. He said improved salary equality between men and women was a major accomplishment in the one-year agreement. 
 
Pro received widespread global labour attention to this bitter white-collar dispute and issued this statement: &ldquo;Pro and its members on strike have received many messages of solidarity during the strike. Pro wishes to thank everyone for these important messages, which served as a significant incentive in this difficult industrial action.&rdquo; 
 
A day after the Ammattiliitto Pro/FFIF settlement, government mediator Lonka crafted a compromise between the Media Sector of Industrial Union TEAM with Finnish print employers, preventing possible industrial actions.

Ammattiliitto Pro Cuts Gender Pay Gap in Finland Paper Agreement

The result of long-running consultations with trade unions, the OECD Guidelines for Multinational Enterprises have been updated and improved, representing a positive opportunity to force global capital to respect workers. Stronger clarification that companies&rsquo; must ensure compliance throughout supply chains is a significant improvement, as is a new chapter on human rights which requires multinational companies to respect human rights of all workers, in line with the Guiding Principles for Implementing the UN Framework, Protect, Respect, Remedy. 
 
The OECD Guidelines for Multinational Enterprises are a strong international instrument for promoting corporate social responsibility. In practice, however, their implementation has encountered limits. In this regard, the Update will create a number of improvements in the Procedural Guidance including provisions for: indicative timescales for the completion of cases; and stronger cooperation between home and host country NCPs (National Contact Points).

The new developments to the text must now be effectively implemented and respected by national governments. 
 
Other important advances include language on outsourced and temporary work, providing a tool for problematic precarious work to be addressed; and provisions for workers to receive a decent wage or &ldquo;at least adequate to satisfy the basic needs of the workers and their families&rdquo;. 
 
The updated Guidelines will be adopted at the OECD Ministerial Council Meeting on Wednesday 25 May, and will be immediately in effect. 
 
The ICEM participated in dialogue over the past year with OECD governments. Centrally important in those consultations was TUAC (Trade Union Advisory Committee to the OECD), with the ITUC, GUFs, BIAC (Business Forum), and OECD Watch also partners. There remains more room for improvement of the Guidelines, and dialogue will be ongoing. 
 
The OECD Guidelines hold the potential to promote corporate social and environmental responsibility worldwide and to make an effective contribution to sustainable development and to the social dimension of globalisation. Potential is increased through this update.

Better than 99% of 2,400 Greek oil refinery workers ended a four-day strike at three oil refineries this morning, 23 May, sending a strong message that they will not become economic scapegoats inside Greece&rsquo;s financial crisis. It was the second major strike in six weeks against Greek industrial giant Hellenic Petroleum by ICEM affiliate Pan-Hellenic Federation of Employees in Petroleum Products, Refineries, and the Chemical Industry (POEPDHV), and its courageous branch union, the Pan-Hellenic Union of Employees in Hellenic Petroleum. 
 
Following a 17-day legal strike from 3-19 April (see <a href="/en/78-ICEM-InBrief/4368-Greek-Petrochemical-Union-Extends-Refinery-Strikes-until-19-April">ICEM report</a> here), the union was prepared for further industrial action on 6 May. But Hellenic Petroleum gained a court order blocking the strike, something that failed in April. Last week, the company did not seek court action, perhaps speculating that large numbers of oil workers at Aspropyrgos, Thessaloniki, and Elefsina refineries would not honour the strike.

If so, Hellenic Petroleum guessed wrong. But why would it expect any differently when the company is out to slash salaries by 20-25%? Or different by the way the company disrespects staff by engaging in a public campaign declaring unionised oil workers are overpaid with too many perks? 
 
Besides the steep wage cuts, Hellenic is seeking to abolish a skills recognition or experience value system reached by continuous employment progressions, and an increase in the work-week from the present 38 hours. The company, 35% owned by the Greek state, posted &euro;208 million in net profit in 2010 and is on target for surpassing that in 2011. 
 
At a press conference on 19 May, the start of this latest strike, union leaders and branch union militants expressed anger that oil workers were being painted the scapegoats. &ldquo;It is not our salaries that are to blame for the crisis and this is the message voiced by today&rsquo;s strike turnout,&rdquo; POEPDHV President Nikos Orfanes.

Panagiotis Ofthalmidis, chairman of the branch union, Pan-Hellenic Union of Employees in Hellenic Petroleum, is also on the company&rsquo;s board of directors representing workers. He told the press briefing that the company has &ldquo;devalued workers through the media&rdquo; and asked: &ldquo;If they cut our salaries where will the savings go? Will it go to social causes? Or will it go in the pockets of shareholders.&rdquo; 
 
The ICEM and the European Mine, Chemical, and Energy Federation (EMCEF) lent the Greek unions support at the press conference in refuting the company&rsquo;s claims that Greek oil workers are the highest paid in Europe. 
 
This past weekend&rsquo;s strike&nbsp;resulted in resumption in bi-lateral talks that will take place next week. The union is seeking only inflation level increases, but also is demanding full staffing (250 jobs) next year at new refining units coming on line at the Elfinsa refinery. The union and Hellenic are five months into a six-month dispute resolution process under Greek labour law. It runs until late June, at which time the contract is terminated. Due to the stalemate and entrenched positions of senior Hellenic management, the union had engaged in 24-hour strikes throughout March. 
 
Late last year, the two sides agreed to a set of social obligations related to impending industrial activity, as required under Greek law. It includes safety maintenance during strikes, ordering shutdowns and start-ups of equipment for operational integrity, and minimal levels of production for emergency public services.

Greek Petro Workers Take Stand in Crisis ‘Blame Game’

Today, the ICEM Presidium held its bi-annual meeting in Geneva, with the annual meeting of the Executive Committee scheduled for Tuesday and Wednesday, 24-25 May. The meetings are being held at the ILO. 
 
Besides presenting a Secretariat Report and preparations for ICEM&rsquo;s Fifth Statutory Congress, the decision-making bodies will receive an ICEM Action Plan for the Congress and beyond. The Action Plan will be a working document through to the Congress, scheduled for 24-26 November 2011 in Buenos Aires, Argentina. 
 
On Wednesday afternoon, 25 May, the Executive Committees of ICEM, International Metalworkers&rsquo; Federation (IMF) and the International Leather, Textile and Garment Workers&rsquo; Federation (ITGLWF) will meet in joint session to review the integration progress. IMF and ITGLWF statutory bodies are also meeting separately in Geneva this week. 
 
The three Global Union Federations (GUF) have been conducting joint task force deliberations to explore integration and to lay the groundwork for it. The task force has met four times since September 2010, with the most recent meeting &ndash; in Frankfurt on 5 May &ndash; producing a tangible outline for a new and dynamic industrial GUF. In Frankfurt, Nordic trade unions stepped forward and offered Copenhagen as the site for a founding Congress, likely to be held in 2012.

ICEM Statutory Bodies Meet in Geneva this Week

The already-limited freedoms of association in Iraq are under further attack. Last month, the Cabinet arbitrarily dismissed the executive board of the country&rsquo;s largest trade union organisation, the General Federation of Iraqi Workers (GFIW), and established a new committee to take over all union structures and assets, oversee and control upcoming union elections. 
 
Cabinet Decrees 95 and 96 were issued on 17 April, withdrawing recognition of the GFIW and appointing a &ldquo;Ministerial Preparatory Committee&rdquo; (MPC), consisting of un-elected, politically bias officials, mostly from the Sadrist Party. MPC employees have already begun distributing union membership cards, arbitrarily choosing members favourable to their faction. Further to this, union offices have been taken over with support from police and military personnel. Upcoming union elections are expected to be held inside the Sadrist Party offices. 
 
The deeply concerning developments follow a recent distribution of government ministries between the various political factions of the coalition. The carving up of responsibilities saw the labour ministry taken over by the small, Shia sectarian Sadrist movement, followers of Cleric Moqtada al-Sadr. 
 
Eight years after the fall of Saddam Hussein, his regime&rsquo;s regressive labour laws have not been replaced, meaning all public sector employees have no right to organise or bargain collectively. The vast majority of workers in Iraq are affected by this law. But this latest attack is even in breach of the Saddam legislation. 
 
The TUC in the United Kingdom has been on the front line of a global union backlash, calling on the Iraq government to back down. TUC General Secretary Brendan Barber wrote to Prime Minister Nouri Al-Maliki explaining that the TUC will exercise its veto right to block the government-nominated workers&rsquo; delegate to the ILO Annual Conference (ILC) in June, unless the attack is reversed.

Also send your opposition to this attack on the GFIW to the Iraqi Embassy in your country. International pressure has proved effective in Iraq over recent years. The labour ministry decree has been publically condemned by the Minister of Civil Society in Iraq. Build the pressure, join the campaign.

Oil workers protest in Basra for fair wage
Iraqis continue to bravely organise in face of the government attacks. Oil workers in Basra last week, 10 May, walked out and threatened to stop production at the state-run South Oil Corporation, demanding fair salaries and benefits to match those of oilworkers at the international corporations operating in Iraq. Foreign workers were to be blocked from entering oil fields yesterday, but Basra Governor Khalaf Abdul Samad Khalaf agreed to meet the unions and averted the escalation of the protest, for the time being.

Iraqi Government Moves to End Free Trade Unions, Remove Recognition of National Centre

Branch leaders of United Steelworkers (USW) Local 7-669 in Metropolis, Illinois, took their 11-month lockout at a US uranium processing plant of Honeywell to Europe and won the support from major trade union federations. They also won support from Honeywell&rsquo;s European Works Council (EWC) Chairman, who put Honeywell&rsquo;s risky American lockout in front of the American company&rsquo;s 30,000 European staff. 
 
The European Mine, Chemical, Energy Workers&rsquo; Federation (EMCEF), European Metalworkers&rsquo; Federation (EMF), and European Federation of Public Service Unions (EPSU) all endorsed the struggle and called on global technology giant Honeywell to end the lockout. The plant employs 228 steelworkers, who convert yellow-cake uranium into uranium hexafluoride (UF6) for enrichment use in nuclear reactors.

USW Local 7-669 leaders John Paul Smith and Steven Lech, together with USW District Director Dan Flippo, were hosted by UK&rsquo;s Unite the Union in Europe and met with national works council members in Germany and the European trade union federations in Belgium, as well as with members of Honeywell's EWC in Brussels. While in Germany, the USW delegation also met with leaders of ICEM affiliate IGBCE in Hannover.
The European trade union federations demand an end to the lockout, &ldquo;with all workers welcomed back to their plant without reprisals, and with full agreement of the union the United Steelworkers.&rdquo; 
 
The EWC member called out Honeywell&rsquo;s careless contingency plan to operate the facility during the lockout, as did a Unite officer from the UK, Ian Tonks. &ldquo;We believe the safety of the plant has been compromised on several occasions by the present temporary workforce,&rdquo; Tonks and EWC Chairman Michael Petersen said jointly. 
 
The US Nuclear Regulatory Commission (NRC) gave Honeywell approval to re-start the conversion plant on 3 September 2010. Two days later, a hydrogen blast happened when accumulated hydrogen reacted with another gas during a venting process. The plant in southern Illinois also has seen uranium hexafluoride and hydrofluoric acid releases since replacement workers took up the jobs of skilled steelworkers in July 2010. The lockout started on 28 June. 
 
In Metropolis, the USW and Honeywell continue bargaining and talk more frequently than the once monthly set of negotiations in the first half of the lockout. But progress has been slow and Honeywell has been elusive and reprehensible at the bargaining table over the main issues in this long dispute &ndash; seniority, work rules, contracting out, a two-tier pension scheme, and health care costs. 
 
Following the last round of bargaining on 4 May, a Steelworkers spokesman told of the frustration: &ldquo;Every time we address the company&rsquo;s concerns, they say it&rsquo;s not good enough and demand more. (They) change their position with respect to their own proposals, and we cannot bargain with a moving target.&rdquo;

EMCEF, EMF, EPSU Condemn Honeywell Lockout in US

ICEM affiliate Ammattiliitto Pro advanced more strikes in Finland&rsquo;s pulp and paper industry to respond to strike-breaking and illegal coercion to a lawful overtime ban by industry management. The escalation by Pro comes after government mediation again failed on Tuesday, 10 May, to resolve the two-month-old bitter dispute. 
 
Seventy-five percent of 4,000 white-collar, technical, and clerical workers in Finland&rsquo;s paper sector are now on strike. Strikes have been extended at UPM, the Mets&auml;liitto companies (Mets&auml;-Botnia, M-real, Mets&auml; Tissue), and Stora Enso and its contracting company Efora. A strike by Sappi workers at the Kirkniemi mill in southern Finland started a day early this week because of brazen management moves to break it. 
 
The dispute is grounded in principle that reduced workforces must not take on increased workloads without fair compensation. Because of redundancies and speed-ups across Finnish pulp and paper, Pro members have been asked to do more without pay and without recognition of higher job competencies. The dispute sees the employers&rsquo; grouping, the Finnish Forest Industries Federation (FFIF), refusing to agree on a national across-the-board fair wage increase. 
 
But that&rsquo;s hardly the worst of their conduct. Employers have used threats, bullying tactics, and abuse to break the strike. (See <a href="/en/19-Pulp-Paper/4394-Paper-Dispute-in-Finland-Worsens-Strike-Expands">earlier ICEM report</a> here.)&nbsp;At Sappi Kirkniemi prior to this week&rsquo;s walkout, Pro members were pressured to train summer job workers, presumably to train a scab workforce. Ammattiliitto Pro believes UPM will bring workers from Central Europe to Finland to do financial and purchase chain administration. Mets&auml;liitto also is looking at its outsourcing options. 
 
The Pro strike in Finland needs support and attention. The blatant and illegal tactics managers are using to break the strike are unfit for Finland, and unfit in any social economy.

Finnish Paper: Walkouts Intensify Because of Strike-Breaking

The Global Union Federation for the mining industry, the International Federation of Chemical, Energy, Mine &amp; General Workers&rsquo; Unions (ICEM), acknowledges the measures taken by the Government of Chile to reform its antiquated workplace safety and health culture since the successful rescue of 33 miners at the San Jos&eacute; mine in northern Region III in October 2010. But the ICEM remains adamant that Chile must ratify and implement procedures under International Labour Organisation (ILO) Convention 176, the Safety and Health in Mines Convention. 
 
Recently, the Chilean government delivered instrument of ratification to the ILO on Convention 187, the Promotional Framework for Occupational Safety and Health Convention. This is commendable, the ICEM believes, but Chile must go further by ratifying Convention 176. 
 
&ldquo;Chile is a nation of rich mineral resources, extracted and sold on global markets,&rdquo; said ICEM General Secretary Manfred Warda. &ldquo;If the amazing story at San Jos&eacute; taught us anything it is Chile must meet world-class mine safety standards regarding prevention and monitoring.&rdquo; 
 
Warda added that it primarily is at small- and mid-size enterprises, similar to Campa&ntilde;ia Minera San Esteban Primera, the employer at San Jos&eacute;, where standardized and current methods of safety compliance is woefully missing. Just as these enterprises grow and produce more to meet the soaring global minerals boom, so too must Chile keep pace by proving it can provide the necessary safeguards for mineworkers. 
 
ILO Convention 187 is a general set of workplace safety standards that does commit Chile to establish a tripartite body to address overall occupational workplace health and safety practices. But it is not specific to mining. 
 
Mine Safety Convention 176, and its accompanying Recommendation R-183, addresses a range of hazards and specific problems faced by miners. Most importantly, it sets forth responsibility to not only remove mine hazards, but to remove the root causes of those hazards. 
 
The ICEM notes that since San Jos&eacute;, Chile has made some progress on mine safety. The National Service of Geology and Mining (SERNAGEOMIN) has seen an increase in funding and a proposed new law would revise mine regulations, including safety. But only by ratifying and fully implementing Convention 176 will Chile be able to claim that it meets mineworker safety standards inherent to a world-class extractive resources nation.

Chile Needs More Progress to Eradicate Mine Safety Deficiencies

In this issue of the ICEM HIV/AIDS newsletter, we report on how the HIV/AIDS project in India includes women, on ART adherence in Ethiopia, and reflect on the UN&rsquo;s efforts to match commitment and declarations with concrete results. 
 
Indian Mineworkers&rsquo; Federation Involves Women 
 
In the framework of the HIV/AIDS project in India, which is sponsored by the German pharmaceutical company Boehringer Ingelheim, the Indian National Mineworkers&rsquo; Federation (INMF) organised a training programme for women peer educators and counsellors in Kolkata. Twenty-one participants from five different coal companies, most of them para-medical staff from company clinics, attended the two-day course. 
 
Participants discussed the basics of HIV and AIDS, voluntary counselling and testing services, perspectives of people living with HIV and AIDS and behaviour change. The ILO Delhi office sent a resource person to talk about the ILO Code of Practice on HIV/AIDS and the world of work and the new Recommendation No. 200 concerning HIV and AIDS and the World of Work. Participants also elaborated an action plan for activities in their workplaces and communities. 
 
On International Women&rsquo;s Day, 8 March, two one-day programmes on HIV/AIDS and the workplace were organised in Dhanbad and Asansole. A total of 63 women attended the programmes which were organised by two master trainers who had received training in earlier stages of the project.

US Confirms Pledge to Global Fund, Other Donors Backtrack 
 
The US Congress agreed on 15 April that the US will give US$1.05 billion to the Global Fund during the fiscal year that ends on 30 September 2011. This is the same amount that the US committed for the previous year. 
 
After Republicans took control of the House, they moved to cut this to US$0.6 billion. Eventually, after much backroom negotiation, agreement was reached on the US$1.05 billion figure. Congress passed the legislation, and President Barack Obama signed it.

However, one standard aspect of such legislation is that the US will give no more than 33% of the total given by all countries to the Global Fund. Thus, if all other donors do not give twice as much as the US commits, the US contribution will be reduced. 
 
It is not yet known whether other donors will give twice as much as the US has promised. One problem is that a new trend has emerged whereby a few donors do not live up to their commitments. The most notable example of this is Italy, which has not paid any part of its 2009 and 2010 pledges of US$ 183 million per year. In addition, Spain has only paid US$134 million of the US$250 million it pledged for 2010, and Ireland has only paid US$11 million of the $48 million it pledged for 2010.

Ethiopia to Boost ART Adherence 
 
Patients taking their antiretroviral (ARVs) drugs irregularly risk developing drug-resistant strains of the virus. A three-month campaign by Addis Ababa's health bureau hopes to boost adherence to ARVs in the Ethiopian capital by improving communication between patients and health service providers. 
 
A 2009 study by the HIV/AIDS Prevention and Control Office (HAPCO) found that on average, 72.3% of patients on ARVs were still on first-line medication one year after starting treatment. The remaining people are lost.

Insufficient food, high transport costs to drug collection points, and stigma-related issues such as fear of disclosure are some of the main reasons why HIV-positive Ethiopians fail to stick to ARVs. Such failure can hasten progress from HIV to AIDS; patients taking their drugs irregularly also run the risk of developing drug-resistant strains of the virus, requiring significantly more costly second- and third-line ARVs. 
 
Addis Ababa's health bureau is partnering with the national AIDS Resource Centre (ARC) on the three-month campaign, launched in March and funded by the US President's Emergency Plan for AIDS Relief (PEPFAR). Through a mass-media campaign and the use of toll-free telephone HIV/AIDS information services, it seeks to promote &quot;astewai&quot; (responsible patients), and &quot;tagash&quot; (tolerant service providers) as part of its efforts to improve adherence. 
 
Some 26 state-run health centre, five state-run hospitals and 13 private facilities that provide ART in Addis Ababa will participate in the campaign, with a plan to roll it out to the rest of the country should it prove successful.

Global Fund Selects Co-Chairs for Expert Panel on Corruption 
 
The Global Fund has selected two prominent people to co-chair the panel of experts that will be conducting an independent review of the Fund&rsquo;s financial safeguards. They are former President of Botswana, Festus Mogae, and former US Health and Human Services Secretary, Michael O. Leavitt. 
 
The panel is part of a broader set of measures that the Global Fund is implementing to strengthen the Fund&rsquo;s financial and risk management systems. Some of these measures, including the panel, were in response to the recent media coverage of corruption in the administration of Global Fund grants in a few sub-Saharan African countries, and to the reaction of some donors to the corruption revelations.

The co-chairs will select a small group of eminent persons and experts to join the panel. The Global Fund says that the panel will assess the Fund&rsquo;s current practices in financial oversight, and will make recommendations to help strengthen the Global Fund&rsquo;s fiscal controls and anti-corruption measures.

Burundi: &lsquo;Die-in&rsquo; Protest over Lack of HIV Care 
 
NGOs fear the erratic drug supply could lead to the deaths of people living with HIV. Hundreds of Burundians living with HIV/AIDS recently staged a demonstration in the capital, Bujumbura, to protest against a lack of treatment. 
 
Men, women, and children lay on the ground for 10 minutes to &quot;show the government that if nothing is done rapidly - this week, this month &ndash; we will all die,&quot; said Jeanne Gapiya, a leading Burundian HIV activist.

The protest was staged on 29 March by REMUA, Reseau de Reinforcement Mutuel des Acteurs de la Premi&egrave;re Ligne, a network of six NGOs providing HIV treatment to more than 9,000 people &ndash; about one-third of all people receiving antiretrovirals in Burundi.

According to Gapiya, despite funding from the Global Fund to fight AIDS, Tuberculosis and Malaria in 2010, organizations caring for HIV-positive people had not signed agreements with the National Council for HIV/AIDS Control (CNLS) to access the cash. 
 
The Global Fund approved about US$35 million to fight HIV in Burundi under its eighth round of grants. An estimated 150,000 Burundians are living with HIV; the pandemic has left more than 20,000 orphans in the central African country.

The <a href="http://www.itfglobal.org">International Transport Workers&rsquo; Federation</a> (ITF) in its latest HIV/AIDS updates No. 104 and 105 in April, reports on HIV training courses for Burmese migrant workers, mainly fishermen, in Thailand and on a Southern Africa workshop on HIV/AIDS and TB in the transport sector, organised in cooperation with the ILO and UNAIDS. 
 
Dr Syed Asif Altaf, the ITF Global HIV/AIDS Coordinator has published, together with Robert Lovelace, Senior Fellow for the Trade Union Sustainable Development Unit, an article in the upcoming issue of the UN Chronicle on Labour, HIV and the Workplace &ndash; <a href="http://www.un.org/wcm/content/site/chronicle/">Working to Get the Job Done</a>.&nbsp; 
 
The EFAIDS (Education for All and HIV and AIDS Education) project of the Education International (EI) is ending after five successful years. Life saving skills training has been implemented by 80 member organisations in 48 countries in Africa, Asia, Latin America, and the Caribbean. An independent evaluation of the five-year programme is being conducted and the findings will be shared at the EFAIDS closing conference in mid-May. 
 
The Building and Wood Workers&rsquo; International (BWI) reports that its affiliate in Zambia reached out to hundreds of workers through HIV/AIDS workplace education. During the educational activities, workers were trained in the usage of condoms and care and support while at the same time linking the training to health and safety.

Five Years Ago: From the May 2006 Issue (No. 8) 
 
The first issue of the ICEM HIV/AIDS e-bulletin was published in October 2005. In current issues, we refer to an article from the same month five years ago and reflect on developments. 
 
In the May 2006 issue of the ICEM HIV/AIDS e-bulletin, we reported on the comprehensive review the UN General Assembly undertook on the targets agreed by member states at the 2001 UN General Assembly Special Session (UNGASS). UNGASS adopted the Declaration of Commitment on HIV/AIDS. This Declaration provides a comprehensive framework to halt and reverse the HIV/AIDS epidemic by 2010 and includes specific and measurable milestones for 2003, 2005, and 2010. Few of the targets have been met. 
 
Interestingly enough, the Declaration says in chapter 49: &ldquo;By 2005, strengthen the response to HIV/AIDS in the world of work by establishing and implementing prevention and care programmes in public, private and informal work sectors, and take measures to provide a supportive workplace environment for people living with HIV/AIDS.&rdquo; 
 
The General Assembly in 2006 adopted a Political Declaration on HIV/AIDS, without setting new targets but reaffirming the targets of the 2001 Declaration of Commitment. The Millennium Development Goals still stand. They say in Article 6.A: &ldquo;Have halted by 2015 and begun to reverse the spread of HIV/AIDS&rdquo; and 6.B: &ldquo;Achieve, by 2010, universal access to treatment for HIV/AIDS for all those who need it.&rdquo; As stated in various UN and UNAIDS documents, targets for &ldquo;universal access&rdquo; do not necessarily require 100% coverage. 
 
In June 2011, the General Assembly will undertake a comprehensive review of the progress achieved in realising the Declaration of Commitment and the Political Declaration in High Level Meeting (UNGA-HLM, see e-bulletin 67, April 2011).

On 1 May, an industrial strike was conducted in the industrial area of Bhilai in solidarity with the struggle of contract workers of ACC-Holcim, The following demands were put forward:

&bull; A Living Wage 
&bull; Safety at work 
&bull; 8- hour work day 
 
On 4 May, a cross-sectoral group of local and regional trade unions held a demonstration outside the corporate headquarters of Holcim India, in Churchgate, Mumbai.
