2. Programa 
 
Los participantes del Congreso podr&aacute;n registrarse entre las 08:00 h y las 17:00 h, a partir del lunes 19 de noviembre hasta el mi&eacute;rcoles 21 del mismo mes. Inscripciones de &uacute;ltima hora para el Congreso se realizar&aacute;n el d&iacute;a jueves 22 de noviembre, de 08:00 a 10:00 de la ma&ntilde;ana. 
 
3. Transporte durante el Congreso 
 
Se ofrecer&aacute;n servicios de metro entre el lugar del Congreso y todos los hoteles en los cuales la ICEM ha hecho reservaciones para congresales. Durante los 3 d&iacute;as del Congreso, la ICEM facilitar&aacute; a los delegados pasajes para el transporte, los cuales se deben pedir en el momento de inscribirse. 
 
4. Actividades sociales 
 
Jueves 22 de noviembre: se ofrecer&aacute; una cena para los delgados y sus acompa&ntilde;antes. Durante el Congreso, se informar&aacute; sobre el lugar de la cena y otros preparativos al respecto. 
 
Viernes 23 de noviembre: se ofrecer&aacute; una cena de gala para los delegados y sus acompa&ntilde;antes, en el Queen Sirikit National Convention Centre. Durante el Congreso, se informar&aacute; con mayor detalle sobre los preparativos al respecto. 
 
5. Informaci&oacute;n tur&iacute;stica 
 
En el lugar de realizaci&oacute;n del Congreso, habr&aacute; una oficina de informaci&oacute;n que podr&aacute; facilitar material informativo sobre excursiones de turismo. 
 
6. Moneda nacional 
 
La moneda de Tailandia es el baht (THB). 
En 2007, la tasa de cambio es: 1&euro; = +/- 44 THB. 
No hay mercado negro, y se pueden cambiar euros, incluso en forma de cheques de viajero, en cualquier parte, sin ning&uacute;n problema. En el caso de personas provenientes de pa&iacute;ses europeos que usan euros, no es necesario cambiarlos a d&oacute;lares. 
 
7. Clima de Tailandia 
El clima de Tailandia es tropical y h&uacute;medo, con altas temperaturas, dominado por monzones. De noviembre hasta fines de febrero, el clima es menos riguroso, con una refrescante brisa nororiental y menos humedad. Es tambi&eacute;n la principal temporada tur&iacute;stica, la mejor &eacute;poca para visitar Tailandia. 
En invierno, las regiones nororiental y septentrional del pa&iacute;s suelen ser menos calurosas que Bangkok, y m&aacute;s calurosas en el verano. En el extremo norte, cerca de Mae Hong Son, a veces la temperatura puede bajar hasta 20&deg;C. 
8. Hora 
 
El horario est&aacute;ndar de Bangkok es la hora media de Greenwich + 7 horas 
 
9. Visas para visitar Tailandia 
 
Solicitar visa al llegar: 
 
- Seg&uacute;n informaci&oacute;n oficial del Ministerio del Interior, en los puntos de control de inmigraci&oacute;n los nacionales de 20 pa&iacute;ses pueden solicitar visa de turista para un per&iacute;odo no mayor de 15 d&iacute;as. 
 
- Para cubrir sus gastos personales, los solicitantes de visa deben contar con 10.000 Baht por persona, y 20.000 Baht por familia, seg&uacute;n corresponda. 
 
- El solicitante de visa debe presentar un pasaje completamente pagado que se pueda usar dentro de 15 d&iacute;as de la fecha de su llegada al pa&iacute;s. 
 
- Existen 32 puntos de control internacionales designados que pueden facilitar visa al solicitarla en el momento de llegar al pa&iacute;s. El viajero debe presentar el formulario de solicitud debidamente completado, adjuntando una fotograf&iacute;a reciente (4 x 6 cm). El precio de la visa es 1.000 Baht. 
 
- Generalmente, el visitante que llega al Reino con una visa que se ha solicitado en el momento de llegar no puede solicitar extensi&oacute;n de su permanencia en el pa&iacute;s, a menos que sea en casos especiales como enfermedad que les impida viajar, etc. Pueden presentar una solicitud en la Oficina del Bur&oacute; de Inmigraci&oacute;n, Immigration Division 1, Soi Suan Plu, South Sathorn Road, Bangkok 10120. Lista de pa&iacute;ses que EST&Aacute;N INFECTADOS CON FIEBRE AMARILLA: 
 
- El Ministerio de Salud P&uacute;blica ha publicado reglamentos que indican que viajeros que hayan viajado por o desde pa&iacute;ses que se han calificado como infectados con fiebre amarilla deben facilitar un Certificado Sanitario Internacional que constate que han recibido la vacuna contra fiebre amarilla. 
 
- Se debe presentar el Certificado Sanitario Internacional junto con el formulario de solicitud de visa. El viajero tambi&eacute;n debe presentar dicho certificado al funcionario de inmigraci&oacute;n al llegar a Tailandia. En el caso de personas que sean nacionales de los pa&iacute;ses que figuran en la lista que aparece a continuaci&oacute;n, pero que no hayan viajado desde/por esos pa&iacute;ses, no se requiere dicho certificado. Sin embargo, deben tener evidencias concretas que demuestren que su domicilio no est&aacute; en una zona infectada, para as&iacute; evitar inconvenientes innecesarios.

Congreso mundial de la ICEM - Programa provisional - Informaciones practicales

Las fuerzas armadas iraqu&iacute;es sitiaron a los trabajadores de la compan&iacute;a petrol&iacute;fera en Basora a pesar de que su acci&oacute;n de paro sea leg&iacute;tima. Por consecuente, la ICEM (Federaci&oacute;n Internacional de Sindicatos de la Qu&iacute;mica, Energ&iacute;a, Minas e Industrias Diversas), con sus 20 millones de miembros requiere del primer ministro de Iraq, Nuri-al-Maliki, y su gobierno que lleven a cabo negociaciones pac&iacute;ficas con los huelguistas.

En su carta a Nuri-al-Maliki, Manfred Warda, secretario general de ICEM declaraba, &ldquo; El martes por la noche, supimos que las fuerzas armadas rodeaban a los trabajadores en huelga. Seg&uacute;n lo entendido, la situaci&oacute;n estaba extremadamente tensa y las discusiones con sus representantes llevaron a que los trabajadores retomaran temporalmente sus actividades, mientras se alcanzan nuevos acuerdos. Sin embargo, la armada sigue presente lo cual crea nuevas tensiones.&rdquo; 
 
El lunes 4 junio, al saber que no iban a recibir su pago normal y despu&eacute;s de varias semanas de negociaciones acerca de sus condiciones de trabajo, su salud y seguridad as&iacute; como el futuro de la industria petrol&iacute;fera en Iraq, los trabajadores de Basora, que hacen parte de los 26000 miembros de IFOU (Federaci&oacute;n Iraqu&iacute; de Sindicatos del Petr&oacute;leo), bloquearon la circulaci&oacute;n del petr&oacute;leo por el oleoducto n&deg; 42. Al d&iacute;a siguiente, cerraron otro oleoducto y la respuesta del estado fue enviar tropas para cercar a los huelguistas.

&ldquo;Le aseguro que la intervenci&oacute;n militar no es la mejor soluci&oacute;n y sobre todo, le ruego que evite arrestaciones de trabajadores o l&iacute;deres sindicalistas y que no haya heridos.&rdquo;, a&ntilde;ade Manfred Warda, &ldquo;Es impresciendible emprender autenticas negociaciones con los huelguistas y escuchar sus reivindicaciones, las cuales son justificadas.&rdquo; 
El ICEM, en compan&iacute;a de la International Trade Union Confederation (Federaci&oacute;n Internacional de Sindicatos de Trabajadores), del US Solidarity Center (Centro de Solidaridad Estadounidense) y la UK&rsquo;s Trades Union Congress (Federaci&oacute;n de sindicatos de Reino Unido) est&aacute; coordinando los esfuerzos para ayudar el IFOU y pide que los 384 sindicatos afiliados que tiene en 124 pa&iacute;ses env&iacute;en mensajes de apoyo al IFOU.

ICEM protesta contra intervenciones militares en la huelga de los trabajadores del sector petrolífer

Scores of affiliates are writing to and taking action at the national representatives of the International Olympics Committee in their home countries. Take another action now to express our collective anger that Rio Tinto can tarnish the London Olympics with their abuse of worker rights and the environment, by casting your <a href="http://c.plma.se/?q=55761153701412040024">vote here</a>. As has been widely reported, the metal used for medals at the upcoming London Olympics comes from Rio Tinto&rsquo;s Kennecott Bingham Canyon mine in Utah, USA, and its Oyu Tolgoi mine in Mongolia.<img alt="" src="/wp-content/uploads/articles/1206-rio-tinto.jpg" style="width: 190px;height: 160px" width="390" />A great advert for the mining conglomerate, scandalously linking Rio Tinto to the high ideals of the Olympic games. The multinational has a record of catastrophic pollution, and violation of human rights and public health. But the lockout of 780 workers at the aluminium smelter in Alma, Quebec has particularly angered the international trade union movement, as workers there are being punished for rejecting management attempts to halve salaries and outsource the workforce. The Kennecott union, USW Local 392, whose members mined the metal for the majority of the 4,700 medals also want the company &ldquo;Off the Podium&rdquo; because of the labour violations in Alma. Vote now on the <a href="http://c.plma.se/?q=55761153701412040035">London Mining Network&rsquo;s campaign</a> and ensure Rio Tinto is properly portrayed as a company not deserving of a relationship with the Olympics.

Vote to Condemn Rio Tinto as Olympics Medals Provider

<img alt="" src="/wp-content/uploads/articles/InBriefAlert.jpg" style="width: 130px;height: 63px" width="390" />At a critical moment for ICEM&rsquo;s glass worker affiliate in Colombia, Sintravidricol, write to the company management that is attempting to crush the union at the Cogua Cundimarca plant, the largest in Colombia.The US-based glass packaging manufacturer Owens Illinois has a long history of mistreatment of its Colombian employees, with violations including reducing workforce levels to dangerous levels, increased worktime with no rest, no worker replacements, outsourcing sections of the manufacturing process, acting unilaterally and ignoring union offers of cooperation, repeated breach of the collective agreement, and causing unsafe working conditions.Owens Illinois, the company that monopolises the industry in Colombia is now pushing hard to destroy the Sintravidricol union inside Owens Illinois by systematically replacing Sintravidricol members in permanent jobs with outsourced contract and agency jobs.Some of the workers being laid off have worked ten years at the company, and only now are being dismissed because of company policy to get rid of the union. Workers attempting to use their labour rights are given various reprisals by management, including administrative complaint procedures against them. Colombian Glass Workers Fight against Union-Busting

Since 2005, the ICEM HIV/AIDS project has covered much ground. But without question, there is still much work left to be done.<img alt="" src="/wp-content/uploads/articles/image_aids_ribbon.gif" style="width: 40px;height: 40px;cursor: default" width="390" />Dear Readers, Friends, ComradesAs announced in the May issue, this is the last issue of the ICEM HIV/AIDS e-bulletin. We thank all readers for their interest and hope that we have succeeded in making a contribution to the dissemination of useful information over almost seven years.Next week, the ICEM, the International Metalworkers&rsquo; Federation (IMF) and the International Textile, Garment and Leather Workers&rsquo; Federation (ITGLWF) will hold their dissolution congresses in Copenhagen. Immediately after that the Founding Congress of the new Global Union Federation, IndustriALL, will take place. </div>Editor: Hans J Schwass, ICEM HIV/AIDS Consultant<img alt="" src="/wp-content/uploads/articles/image_aids_ribbon.gif" style="width: 40px;height: 40px;cursor: default" width="390" />HIV/AIDS is a Workplace Issue; Unions Have Central Roles to PlayThis has been the leading message of the ongoing HIV/AIDS project, which has been running since 2005. The first phase of the project was sponsored by LO/TCO Biståndsnämnd, Sweden, and FNV Mondiaal, Netherlands, and ran from 2005 to 2008, with an additional project year in 2009. After a thorough internal assessment in 2008, a new project was approved, running from 2010 to 2012, sponsored by SASK of Finland and FNV Mondiaal. ICEM affiliates in these countries gave strong support and contributed financially to the project.Throughout the project periods, national HIV/AIDS coordinators were trained in regional workshops. At national level, activities started off with peer education and awareness and prevention campaigns. Increasingly, however, VCT campaigns were organised and thousands of workers, their families and members of the community queued up to know their status.Some progress has also been made on the adoption of workplace policies and the insertion of HIV/AIDS clauses in collective bargaining agreements. Despite a sometimes adverse relationship over conventional bargaining issues, companies must be seen as partners in the fight against the epidemic since an effective HIV/AIDS policy cannot be implemented without the participation of employers.HIV/AIDS workplace policies should also draw on the resources of companies for skills training, awareness and prevention campaigns and for VCT and ART services. Cost-benefit analyses have shown that even small expenses by companies for HIV/AIDS activities result in reduced costs for medical schemes, higher productivity, and reduced expenditure for training. Unions must continue to convince employers that it makes business sense to invest in the fight against HIV/AIDS.At the heart of the ongoing HIV/AIDS project are annually-approved national HIV/AIDS programmes that run in each of the 11 project countries. These &ldquo;projects-within-a-project&rdquo; are applied for by the national coordinators to the Sub-Saharan HIV/AIDS project coordinator, who discusses, approves and monitors all these individual national plans for action.Women issues in relation to HIV and AIDS also received a boost with two women-only sub-regional workshops in 2010 and 2011. Women&rsquo;s empowerment in taking control of their reproductive rights and dealing with issues such as violence at home and sexual harassment at the workplace were at the heart of these workshops. The use of female condoms was also promoted. The sub-regional workshops in turn led to women activities organised at national level. Several of these were not only relevant with respect to HIV/AIDS, but also strengthened unions by integrating more women in their union work and by recruiting more female members.Fighting HIV and AIDS is a national policy matter. All target countries have national policies to fight the pandemic and a National AIDS Commission, which coordinates the efforts of all stakeholders. It is important that trade union activities fit into this general framework. For this to happen, unions must be recognised as partners in national policy implementation and, subsequently, they have to actively seek contacts with national HIV/AIDS bodies.As part of the fight against the pandemic, trade unions should also seek the participation of NGOs in their activities and build alliances with them. NGOs often have more expertise and experience as they concentrate on one issue. Of utmost importance is the involvement of organisations of People Living with HIV/AIDS to reduce stigma and to demonstrate that HIV and AIDS should be treated like any other condition or disease.From its adoption by the International Labour Conference of the ILO in June 2010, ILO Recommendation 200 concerning HIV and AIDS and the World of Work, was promoted at in regional and national ICEM HIV/AIDS events. This is the first international human rights instrument to focus on HIV and AIDS and the world of work. All workers are protected by the new labour standard, including those in informal economies. As Recommendation 200 becomes more widely known and accepted, it has the potential to develop into a tool for unions to use.The Global Action Plan for the implementation of R200, as adopted by the ILO Governing Body in March 2011, seeks three outcomes for the period 2011 to 2015: reduction of stigma and discrimination, increased access to services, and scaled-up action by world of work actors.In our work, we also made a link to the broader ILO Decent Work Agenda, which is central in efforts to reduce poverty and to make occupational health and safety an integral part of the Decent Work Agenda. Important in this, as far as HIV/AIDS is concerned, is often not so much the job itself, but the conditions around it that can lead to behaviour that puts workers and their dependents at risk of acquiring HIV, such as working and living conditions of workers in remote mining areas, which contribute to an increasing infection rate.At global level, good cooperation was established with ILO/AIDS. Technical cooperation was not only extended by the ILO Head Office in Geneva but also by country offices where activities were organised. Special mention must be made of the cooperation with the ILO Delhi office, which greatly contributed to the success of the HIV/AIDS project in India, and of the collaboration with the ILO Pretoria office, which gave a boost to work on the ILO Decent Work Agenda and Recommendation 200.Work was initiated with the Global Fund to Fight AIDS, Tuberculosis and Malaria, the World Bank (WB AIDS Campaign Team for Africa) and the World Bank&rsquo;s International Finance Corporation (IFC against AIDS) with the objective to promote the concept of public/private partnership and co-investment with the involvement of unions. The dictum has been that the private sector is business and organised labour, i.e. trade unions. When skills training, knowledge transfer and other assistance are extended to management, it should also be offered to unions. No HIV and AIDS interventions at the workplace are effective if workers and their representatives are not included. Unfortunately, these organisations have not been responsive to such legitimate demands.An HIV/AIDS e-bulletin has been published monthly since October 2005. A dedicated HIV/AIDS website provided access to useful materials and links to other websites. Materials have included a leaflet, a manual for collective bargaining on HIV and AIDS issues, and a guide for resources and finance for HIV/AIDS activities. Very important for union work at the national level, a model union policy and a workplace policy on HIV/AIDS were developed.Another element of the work at global level has been the successful acquisition of additional funding to expand the project beyond Africa. Corporate partnership and solidarity contributions from affiliates made it possible to run HIV/AIDS projects in India, Trinidad &amp; Tobago, Mongolia, and Colombia. Supplementary funding was also obtained for Sub-Saharan Africa, mainly earmarked for VCT campaigns in Tanzania and Nigeria. The Danish LO/FTF supported a three-year project (2009-2011) in the mining sector in Ethiopia.While a lot has been achieved in the past years, much more still needs to be done. It was therefore decided to seek a continuation of the HIV/AIDS project and look at developing a new project proposal for sub-Saharan African IndustriALL affiliates for the years 2013-2015. Discussions are ongoing with the donor community on this.

IndustriALL Global Union to be New Force

A raft of recent attacks on trade union activity of oil workers is attracting wide condemnation from international trade unions, and includes fines, forced demotions, and relocation of union officials.Join the <a href="http://www.labourstartcampaigns.net/show_campaign.cgi?c=1390">LabourStart campaign</a>&nbsp;and join thousands sending messages to the Iraqi government, condemning the continued repression of oil worker trade unions, and calling for a proper labour law that brings the country in line with international standards.The Court of Appeal has ruled against Ibrahim Radi, vice-president of the Iraqi Federation of Oil Unions (IFOU), confirming a fine of 34 million Iraqi dinars (US$30,000), an amount far beyond the trade union leader&rsquo;s ability to pay. In case of non-payment, Radi will face jail, and also the possible dismissal from his job. Hassan Jumaa Awad Al Assadi, President of IFOU calls for solidarity and assistance from trade union comrades abroad.&nbsp;<img alt="" height="266" src="/wp-content/uploads/articles/0801hassanJumaa.jpg" width="200" />Hassan JumaaIFOU President Hassan Jumaa has himself recently been disciplined for trade union activity, being arbitrarily demoted three years seniority including a substantial drop in salary.In May 2011 ICEM reported on the Sadrist-controlled Ministry of Labour controlling trade union elections, appointing a &ldquo;Ministerial Preparatory Committee&rdquo; (MPC), consisting of un-elected, politically bias officials, mostly from the Sadrist Party. MPC officials distributed union membership cards, arbitrarily choosing members favourable to their faction. Union offices were taken over with support from police and military personnel, and the union elections were held inside the Sadrist Party offices. Following international outcry, those election results were voided, but today the Ministry of Labour recognised the 2011 election results and asked the same preparatory committee to oversee a new round of worker elections on 2 June. The elections stand to appoint worker representatives at all levels, and will be marred with fraud and misconduct.

<img alt="" src="/wp-content/uploads/articles/InBrief100.jpg" style="width: 100px;height: 39px" width="390" />Environmental abuses by Swiss mining giant Xstrata moved the grouping Front for Environmental Defense to halt copper mining production in the central Andean region of Cusco on 21 May. The civil strike calling for control of the water supply away from the polluting company escalated into violent clashes with local police on 29 May and the police shooting at protestors, killing two.Activist leaders are now demanding justice for the police brutality and the release from jail of 24 arrested protestors. Right-wing Prime Minister Oscar Valdes has declared a 30 day state of emergency in the Espinar Province, part of the Cusco Region, thereby cutting off the right of assembly and free movement.The Tintaya copper mine, owned by Xstrata is accused of numerous community level abuses, with local people now demanding an investigation into environmental damage, and a ten-fold increase of royalties from the mine to the local authority. Locals&rsquo; blood is contaminated with mercury, arsenic and cadmium from Xstrata&rsquo;s contamination of the Salado and Cañipía rivers.Police today arrested the mayor of Espinar, Oscar Mollohuanca for his role in leading the protests against Xstrata, with national riot police storming the local municipal building in a show of brutal force by national President Hullanta Humala. Humala is growing impatient with widespread protests throughout the country as Peruvians demand a semblance of justice as mineral resources are plundered without leaving a share of the wealth.Cusco is a traditional stronghold of Humala, the protesters have accused him of abandoning his leftist roots and selling out to foreign investors.Xstrata plans a US$1.5 billion expansion of the Tintaya operations at neighbouring Antapaccay mine in August and a separate US$4.2 billion Las Bambas project in southern Peru, to mine copper concentrate and gold, silver, and molybdenum by-products.

In late 2010, the International Textile, Garment and Leather Workers&rsquo; Federation (ITGLWF) carried out research into working conditions in 83 sportswear-producing factories in Asia, together employing over 100,000 workers. One key finding of the research was that Contract and Agency Labour (CAL) is being routinely used by employers in the industry as a way to evade employment responsibilities. 
 
In Indonesia, ITGLWF affiliates SPN and Garteks found that agency workers are being denied basic entitlements including written contracts, pay when taking annual leave and sick pay. In factories supplying multinational sports brands, up to 80% of the entire workforce were found to be on fixed term contracts. 
 
In the Philippines, despite the fact that Article 280 of the Labour Code prohibits the use of contracts workers to perform core functions, a full 25% of workers were employed precariously. In one factory in Cavite, 50% of the workforce were employed on a contract basis. After five months, workers were forced to join the in-house manpower cooperative before being rehired on a new contract. The Filipino Labour Code prohibits the contracting out of work through an in-house agency. 
 
In both Indonesia and the Philippines, the vast majority of CAL workers were not union members. The workers who were interviewed told researchers that the main reason for this was fear that if management found out they had unionised their contract would not be renewed.
